Shutts & Bowen LLP is pleased to announce that Victoria Méndez has joined the Miami office as a partner in the Land Use & Zoning Practice Group.

Méndez joins Shutts & Bowen after more than two decades in public service, most notably serving as the City Attorney for the City of Miami for more than 10 years. In her role, she managed a legal team of more than 60 professionals, advised on high-profile municipal matters, handled complex public private real estate transactions, and represented the city in numerous state, federal and appellate courts. Her experience spans a wide array of municipal operations including land use and zoning, environmental law, public finance and real estate.

Méndez earned her undergraduate degree, cum laude, MPA and JD from the University of Miami and is Board Certified by The Florida Bar in City, County and Local Government Law. She has received numerous accolades throughout her career, including the Florida Municipal Attorneys Association’s Paul S. Buchman Attorney of the Year Award in 2024.
